City of Los Angeles Moratorium Being Extended

Late February 2023, the City of Los Angeles once again extended the
moratorium on evictions from February 1, 2023 to May 1, 2023. The
moratorium is in place to protect tenants who may be experiencing financial
hardship due to the ongoing COVID-19 pandemic. The extension will provide
some relief for tenants who are struggling to pay rent, as it will prevent
landlords from evicting tenants for non-payment of rent during the specified
period.

The eviction moratorium can also create financial challenges for small
apartment owners, including mom and pop landlords. These landlords may
still have to pay their mortgages and property taxes, while also potentially
losing rental income if tenants are unable to pay rent.
While the eviction moratorium aims to provide protection for tenants who are
facing financial hardship during the pandemic, it can have unintended
consequences for small landlords. To help mitigate the impact of the
moratorium, some local and state governments have provided financial
assistance programs for landlords. For example, in Los Angeles, the
Emergency Rental Assistance Program provides funding for both landlords
and tenants to help cover unpaid rent and utilities.
It is important for policymakers to balance the need to protect tenants with the
need to support small landlords, who may also be struggling financially during
these challenging times.
